What Is a VAT Number in Pakistan?

Pakistan does not issue a VAT number. The equivalent identifier is the Sales Tax Registration Number, or STRN, issued by the Federal Board of Revenue under the Sales Tax Act, 1990. If a client, supplier or online platform has asked for your VAT number, your STRN is almost always what they need.

The confusion is reasonable. Pakistan taxes goods much the way a VAT country does, and foreign tax databases often file it under VAT. The label never changed here, and that gap causes real problems on invoices and registration forms.

Does Pakistan Have a VAT Number?

No. There is no VAT, no VAT Act and no VAT number anywhere in Pakistani tax law.

What Pakistan has is sales tax, charged under the Sales Tax Act, 1990. It operates in what tax professionals call VAT mode. A registered business charges tax on what it sells, deducts the tax it paid on eligible purchases, and pays the difference to the government.

That input-and-output mechanism is the defining feature of a value-added tax. So the economics match VAT closely, even though the statute never uses the name.

Why Pakistan Never Adopted VAT

Pakistan came close twice. The FBR drafted a Value Added Tax Act in 2010 and published detailed public guidance on it, intending to replace sales tax from 1 July that year.

The Bill never passed. A scaled-back Reformed General Sales Tax was offered instead, and that failed in Parliament too. Sales tax on services is a provincial subject under the Constitution, and the provinces did not agree to a single federal tax covering both goods and services.

The result is the system still in place today. Sales tax does the work of a VAT, under a different name, split between federal and provincial authorities.

The Sales Tax Registration Number (STRN)

An STRN is the number issued to a person registered for sales tax. It identifies that business to the FBR and allows it to charge sales tax, issue tax invoices, and claim input tax on eligible purchases.

An STRN is not automatic. It is issued only after you register for sales tax through the FBR’s IRIS portal and complete the verification steps that follow. Holding a National Tax Number does not give you one.

What an STRN Looks Like

A Sales Tax Registration Number is 13 digits long. It contains no letters, and it is not eight characters.

It appears on your Sales Tax Registration Certificate, which you can download from IRIS once registration completes. You will also see it on the sales tax invoices of any registered supplier, where the law requires it to be printed.

Why Foreign VAT Databases Show a Different Number

International VAT lookup tools often list Pakistan with a seven-digit number followed by a dash and one more digit, such as 1234567-8. Many Pakistani articles repeat that as the VAT number format. It is not an STRN.

That pattern is the National Tax Number issued to companies and associations of persons. Those databases map every country to a single tax identifier, and for Pakistan they chose the NTN rather than the STRN.

The distinction matters in practice. An NTN identifies you for income tax. Only an STRN shows you are registered to charge sales tax, which is what a foreign buyer checking your VAT status is usually trying to confirm.

What to Give a Client Who Asks for Your VAT Number

The right answer depends on why they are asking and what you are registered for. The table below covers the situations that come up most often.

Your situation What to supply How to describe it
Registered for sales tax on goods with the FBRYour 13-digit STRNSales Tax Registration Number, issued by the Federal Board of Revenue
Registered for sales tax on services with a provincial authorityThe registration number from that authorityProvincial sales tax registration number, naming the authority
Registered for income tax only, with no sales tax registrationYour NTNNational Tax Number, and state that you are not registered for sales tax
An individual with an NTNYour 13-digit CNIC, which serves as your NTNNational Tax Number, which for individuals is the CNIC
A company filling in a foreign supplier formSTRN if you have one, otherwise your 7-digit NTNLabel it accurately rather than writing it into a VAT field unexplained

Name the number you are giving. A line reading “Pakistan does not issue VAT numbers; this is our Sales Tax Registration Number (STRN)” prevents the form being rejected later.

If You Are Not Registered for Sales Tax

Say so plainly. Many Pakistani businesses and almost all freelancers exporting services have no STRN, and that is lawful.

Never invent a number, and never pass off an NTN as a VAT or sales tax number. A foreign counterparty can check an STRN against FBR records, and a number that fails verification does more damage than an honest answer.

VAT, GST, Sales Tax, NTN and STRN: What Each Term Means

These five terms get used as though they were interchangeable. They are not.

Term What it means in Pakistan
VATNot a Pakistani tax. Used informally, and by foreign databases, to describe sales tax
GSTGeneral Sales Tax. An informal name for the same federal sales tax on goods, and for provincial sales tax on services
Sales taxThe actual tax. Federal on goods under the Sales Tax Act, 1990; provincial on services
NTNNational Tax Number. Your income tax registration. Seven digits for companies and associations of persons; the 13-digit CNIC for individuals
STRNSales Tax Registration Number. Your sales tax registration, 13 digits, issued separately

The practical rule is short. NTN is who you are for income tax. STRN is your authority to charge sales tax. VAT and GST are nicknames, not legal categories.

Who Issues Your Number Depends on What You Sell

Pakistan splits sales tax between two levels of government, and this decides where you register.

The FBR administers sales tax on goods across Pakistan. It also administers sales tax on services inside Islamabad Capital Territory, under the ICT (Tax on Services) Ordinance, 2001.

Sales tax on services in the four provinces belongs to the provincial revenue authorities: the Punjab Revenue Authority, the Sindh Revenue Board, the Khyber Pakhtunkhwa Revenue Authority, and the Balochistan Revenue Authority. Each issues its own registration number.

A business that supplies both goods and services can hold more than one registration at the same time. So can a service business working across provincial borders. Each registration carries its own number and its own return.

Do You Actually Need an STRN?

Section 14 of the Sales Tax Act, 1990 sets out who must register. The categories are:

  1. Manufacturers, unless the business qualifies as a cottage industry
  2. Retailers liable to pay sales tax under the Act
  3. Importers
  4. Exporters who intend to claim a sales tax refund on zero-rated supplies
  5. Wholesalers, dealers and distributors
  6. Anyone required to register under another federal or provincial law for a levy collected as sales tax

Cottage industry has a narrow definition, and all four of its conditions must be met. The business must have no industrial gas or electricity connection, be located in a residential area, employ no more than ten workers, and have annual turnover from all supplies of no more than Rs 8 million.

The FBR’s public registration page still describes cottage industry using an older turnover-or-utility-bills test. The statute, as amended, applies the four-condition version above. Where the two differ, the Act governs.

A note for online sellers: the Finance Act, 2025 added registration requirements for businesses selling digitally ordered goods within Pakistan, and placed checks on marketplaces and couriers. If you sell goods online, your position may have changed recently.

If none of the categories fit you, you do not need an STRN. Registering anyway brings monthly filing obligations that are difficult to unwind.

If you do need to register, the application runs through IRIS and ends with biometric verification. The full registration process covers the documents required and each stage in order.

How to Check Whether a Number Is Real

Use the FBR’s online verification service. It lets you look up a taxpayer profile and check the Sales Tax Active Taxpayer List using an STRN, NTN or CNIC.

There are two separate things to confirm. First, that the registration exists. Second, that the business is currently on the Active Taxpayer List, because a registration can be suspended or removed.

A number that exists but shows as inactive is worth raising with the supplier before you pay an invoice.

Common Mistakes With Tax Numbers in Pakistan

Quoting an NTN where an STRN is required. The two serve different purposes. An NTN on a sales tax invoice does not make the invoice valid.

Missing the biometric deadline. After registering through IRIS you must complete biometric verification at a NADRA e-Sahulat Centre within 30 days. Miss it, and the FBR removes your name from the Sales Tax Active Taxpayer List.

Assuming registration alone is enough. Staying on the Active Taxpayer List depends on filing your returns on time. Buyers check the list, not just the number.

Ignoring further tax. A registered supplier selling to someone without a registration number, or who is not an active taxpayer, charges an extra 4% on top of the normal rate. Unregistered buyers often pay more without knowing why.

Treating a foreign VAT rule as a Pakistani one. Thresholds, reverse charge mechanisms and VAT groupings from other countries have no equivalent here. Pakistani registration turns on your category of business, not on a single turnover figure.

Frequently Asked Questions

Is a VAT number the same as an STRN in Pakistan?

In practice, yes. Pakistan issues no VAT number, so where a form asks for one, the STRN is the correct equivalent for a business registered for sales tax on goods.

Can I get a VAT number in Pakistan for my European clients?

No. No Pakistani authority issues a European VAT number. If an EU client needs one from you, that is a question about registration in their jurisdiction, not in Pakistan.

What is the current sales tax rate in Pakistan?

The standard federal rate on goods is 18%, set by section 3(1) of the Sales Tax Act, 1990. Reduced, higher and zero rates apply to specific goods, and provincial rates on services differ.

Does a freelancer in Pakistan need an STRN?

Usually not. A freelancer exporting services generally needs an NTN for income tax rather than a sales tax registration. If you provide taxable services inside a province, check that province’s rules.
